From July 16 to 18, CNPC held a leading cadre meeting in Dushanzi, Xinjiang, and put forward the idea of promoting Xinjiang's great leap forward development in the next 10 years: in the next 10 years, it will fully implement the strategy of "four bases and one channel" and build Xinjiang into the country's most important oil and gas production base, oil refining and chemical base, oil reserve base and engineering and technical service guarantee base, And the strategic channel for introducing oil and gas resources from Central Asia to Russia. At the same time, we will further increase investment in Xinjiang, double the speed and quantity of investment compared with the past.

 

According to the development plan of PetroChina in Xinjiang, PetroChina will strengthen the exploration and development of oil and gas resources and build Xinjiang into the most important oil and gas production base in China. The oil and gas equivalent will reach about 50 million tons in 2015 and more than 60 million tons in 2020, and strive to stabilize production for 20 years. Concentrate on fighting positional battles in Kuqa, northern Tajikistan and central Tajikistan, and strive to double the output of Tarim.

 

At the same time, accelerate the construction of Xinjiang oil refining and chemical industry base and steadily improve the sales scale and strength of refining and chemical industry. The oil refining capacity will reach 26 million tons / year in 2015 and 30 million tons / year in 2020. We will organize and operate the 10 million ton oil refining and 1 million ton ethylene project in Dushanzi, build the Aksu large chemical fertilizer project, organize the oil refining capacity expansion and transformation of Urumqi petrochemical, continue to improve the sales network of refined oil in Xinjiang, develop modern logistics and distribution, and ensure the stable supply of oil products in Xinjiang. Accelerate the construction of strategic reserves and commercial reserves of crude oil and refined oil, and build an oil reserve base. By 2015, the oil reserve capacity in Xinjiang will reach 15 million cubic meters. Make every effort to expand engineering and technical service business and build technical service support base to provide strong engineering and technical support for the development of oil and gas business in Xinjiang and Central Asia.

 

In addition, relying on its resource and geographical advantages, PetroChina will build Xinjiang into a strategic channel for introducing oil and gas resources from Central Asia to Russia, improve the construction of northwest oil and gas strategic channel, and organize the construction of projects such as "gasification of Southern Xinjiang" for the benefit of the people.

 

Nur Baikeli, chairman of Xinjiang Uygur Autonomous Region, stressed at the conference that at present, the petroleum and petrochemical industry accounts for more than 60% of Xinjiang's industrial added value and has become an important force supporting Xinjiang's leapfrog economic development. At present, Xinjiang is facing unprecedented historic opportunities, especially the petroleum and petrochemical industry presents a broader development prospect. He hoped that PetroChina would further accelerate the pace of exploration and development, maintain the steady growth of oil and gas production, promote the linkage of oil upstream, middle and downstream industries, expand and strengthen the intensive processing of downstream products, and effectively transform the advantages of oil and gas resources in Xinjiang into economic advantages.

 

Jiang Jiemin, general manager of CNPC, said that the development of Xinjiang oil and gas business plays an important role in the overall strategic layout of CNPC. He asked petroleum and petrochemical enterprises in Xinjiang to accelerate the "gasification Xinjiang" project and support the local development of chemical extension industry.
